The signing ceremony took place on September 17, with Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn and Chinese Ambassador to Cambodia Wang Wenbin representing their respective governments. The agreement highlights the deepening partnership between the two nations.

According to the Ministry of Foreign Affairs, the 2025 fund, provided by the Chinese government and people, will finance projects in tourism, health, agriculture, and cultural heritage preservation. It will also strengthen the education sector by promoting women’s entrepreneurship and expanding technical and vocational training (TVET) opportunities.

In addition, the fund will promote digital transformation by boosting productivity and adoption of new technologies among Micro, Small, and Medium Enterprises (MSMEs). It will also support media initiatives aimed at countering misinformation and enhancing public awareness of the MLC framework.

Over the past decade, Cambodia has benefited from more than 95 MLC Special Fund projects. Last year alone, the country received $2 million to implement eight projects, covering sectors such as tourism, demining, agriculture, rural development, regional economic integration, technical education, capacity building, and flood risk management.

Both sides expressed optimism that the latest cooperation will contribute to building a “community of shared future” for peace, prosperity, and sustainable development among Mekong-Lancang nations.

The Mekong-Lancang Cooperation, established in 2016, brings together six member countries: Cambodia, China, Laos, Myanmar, Thailand, and Vietnam.
